Not able to locate the Manage button within the People section to add a reviewer? This is likely because the project type is set as Price-Only.
These types of projects are designed to be quick and easy for buyers to collect bids as there is no scoring and no evaluation of qualitative information.
With Price-Only projects, you will not see a Manage button to add more reviewers as the project owner is the sole reviewer:
Project owners are able to add Advisors and Observers however within their respective tabs.
If you had intended to create a Strategic Sourcing Project where you wish to use more functionality, such as multiple evaluation groups, qualitative criteria, multiple reviewers, and/or utilize advanced features such as Questionnaires, you can convert the project. Note that once the project has been converted to a Strategic Sourcing Project, it cannot be converted back to a Price-Only Project.
In order to convert the project, navigate to the Details section of your project, and open the Actions drop down menu in the upper right corner, then select Convert to Strategic Sourcing:
After converting and navigating to the People tab, you'll be able to add more reviewers using the Manage button:
